You see, the problem with these types of scenarios is that, even if (hypothetically) a situation like this were to happen, strangers would probably run away from you the moment they see the permit. If you can't catch them, that leaves you to screw people you know the identity of who you can take legal action against. That's people who are part of your life, and your social life would be fucked.
